Import Regulations in Dominica
The Customs and Excise Department collects duties and other related charges such as the consumption and environmental taxes.  Although in-bond facilities are not available the import of yachting spares is efficient and one can clear the goods within a day. Duties and associated charges on imported yachts are prohibitory at about 45-55%.

That’s why the actual collection of revenues from this source is low. When faced with a similar situation the Government of Saint Lucia drastically decreased the duties on the import of pleasure boats and subsequently experienced an increase in revenue as the number of vessels imported increased significantly. That’s why government may wish to consider adopting a similar measure (possibly leaving only the environmental tax) with the aim of developing a residential yachting industry, which would also increase the foreign yachting sector and increase government revenue.

Registration of the vessels
Vessels must be owned by a Dominica corporation, partnership, or citizen, or national. Foreign owners are eligible to register as Foreign Maritime Entities.

Vessels should not be more than 20 years old at the time of registration.  However, boats older than 20 years may be granted a waiver for registration on application accompanied by written confirmation from vessel’s Classification Society that the boat is in class and all relevant statutory certificates will be issued.  Vessels of 15 years of age and older must submit a status report of the boat’s latest special survey. 
Vessels classed outside of IACS member societies will be considered separately.

Provisional registration of vessels
Provisional Certificates of Registry are issued once Dominica authorities have received the following documents (3 copies): application for registration; bill of sale;  If pre-existing corporation, application for waiver requirements to be listed as Foreign Marine Entity; power of attorney (to Mansoc Shipping Services Ltd.); oath of owner ;  waiver of age if boat is over 20 years old;  DOC/SMC from previous flag administration for boats more than 500 GRT; ISSC / CSR from previous flag administration for boats  more than 500 GRT;  copies of statutory certificates; copy of previous patent and minimum safe manning; provisional patent of registration, radio license and minimum safe manning are valid for three months.

Permanent Registration
An owner must submit the following documents for obtaining of Permanent Certificates of Registry to Dominica authorities: original notarised bill of sale; original deletion certificate from previous administration; statutory and class certificates issued on behalf of Dominica administration; DOC/SMC issued on behalf of Dominica administration for boats more than 500 GRT; affirmation of markings;

Yacht Registration
The Dominica Yacht Registry was designed for Yacht owners, who want to operate under the advantages of an open registry.

Bareboat Registration
Foreign boats may be bareboat charter registered, flying the Dominica flag and following Dominica law with regard to operations.
