Import Regulations in Croatia
An owner is not limited to a single period of temporary import. An importer can sail the boat out of Croatia and when he (she) came back again for another vacation a new period of temporary importation will begin. The customs rregulations do not provide for a minimum period during which the goods must stay outside of Croatia territory.

If an owner doesn’t fulfill the requirements for temporary import, he (she) can be held responsible in connection with the commission of a customs offense, and liable for the penalties and customs duties and taxes incurred.

All vessels have to be present in the Register of Ships (Upisnik brodova), and boats - in the Register of Boats (Upisnik camaca), the categories being commercial, personal use, sports recreation. Vessels and boats owned by foreigners need to be entered only if so required by Croatian law and regulations relevant for the registration of boats.

Foreign citizen may register the vessel in the Register of Boats, but only if this vessel is not entered in the foreign register.

Recreational or sport boats, whose proprietor is a citizen of Croatia resident abroad, a foreign national resident abroad, or a foreign legal subject operating from abroad must also be registered if they navigate in the territorial waters of Croatia. They must not be entered in a foreign Register of Boats.

Registration forms for primary registration of boats must be applied together with: Certificate of make (other proof of ownership); nationality certificate for physical persons and certificate of registration in Croatia for legal subjects; certificate with name and homeport of a boat; tonnage certificate (tonnage bill); dead weight scale; seaworthiness certificate (navigation permit); freeboard certificate (loadline certificate).

Registration forms for initial entering of boats into a Register of Boats must be applied together with: construction certificate (statement attesting personal construction or any other certificate of ownership); tonnage certificate (tonnage bill); proof of ownership of engine.

Additionally, the harbour master's offices and branch offices can demand other certificates they consider topical. All originals required. 

When registration is completed a Certificate of Registration for a ship and a Navigation Permit for a boat with all necessary data will be issued. Any later modification entered into the register must also be entered into a Certificate of Registration (or a Navigation Permit).

The following vessels don’t have to be entered into the Register of Boats: a vessel entered in a foreign register; by-vessels; sports rowing boats, kayaks and alike vessels, boats of less than 3 m in length and 1 m in width (exception: vessels less than 3 m long, which can be used for speed boating).
